Buying a used car privately in Dubai? The ownership transfer is done through the Roads and Transport Authority (RTA), and much of it is now online. Here’s how it works, based on the RTA’s official service page (Change Vehicle Ownership). Last checked: 21 October 2026.
Before you start
- Fines: all traffic fines on the vehicle must be paid. The RTA notes this includes fines from other emirates.
- Finance/mortgage: if the car is mortgaged to a bank, the mortgage must be released first. This can be done online.
- Expired registration: any non-renewal fine must be paid.
- Insurance: the buyer needs insurance in their own name to register the car.
- Inspection: arrange an independent inspection before you agree a price.
The online process (summary)
The RTA lists these steps for a transfer through its website or app:
- The seller logs in (UAE Pass or other verified credentials) and selects “Change Ownership”.
- The seller pays any fines and enters the buyer’s details.
- The buyer receives an SMS/email link to sign the online Sale and Purchase Agreement.
- The seller signs after the buyer.
- The seller chooses to return the plates at a centre or by delivery, or to keep them for future use.
- The buyer pays the fees and completes registration at a listed service centre.
The Sale and Purchase Agreement certificate is valid for 14 days, so complete the buyer’s registration within that window or the agreement expires automatically (RTA).
Why the online agreement protects you
According to the RTA, the digital agreement records the transaction history, stops the seller using the car after signing, and records fines issued after signing correctly. This makes private sales safer for both sides.
Buying from a dealer?
Showrooms authorised by the RTA can process transfers for you. Ask the dealer to confirm they handle the registration, and check every fee on the invoice.
Other emirates
Abu Dhabi, Sharjah and the other emirates have their own traffic authorities and procedures. Check the relevant authority’s website if the car is registered outside Dubai.

Frequently asked questions
Do both buyer and seller need UAE Pass?
The RTA’s online process uses verified accounts (UAE Pass or other credentials listed on its service page). Check the current login options on the RTA website before you start.

The seller must clear fines on the vehicle before transfer, as set out in the RTA steps.
What if the car is still financed?
The bank’s mortgage must be released before the transfer. Ask the seller for the bank release first.
Can the seller keep the number plate?
The RTA process lets the seller choose to return the plates or reserve them for future use.
What happens if the buyer doesn’t complete registration in time?
The Sale and Purchase Agreement certificate is valid for 14 days and is cancelled automatically if the buyer doesn’t complete the transaction before it expires (RTA).
